The Duluth/North Shore Sanitary District (District) was formed pursuant to Minn. Stat. 115.18 to 115.37 (now see Minn. Stat. 442A.01 to 442A.29).

The District was created for the purpose of promoting the public health and welfare by providing an adequate and efficient means of collecting, conveying, pumping, treating, and disposing of domestic sewage within the District.

The District eliminates the use of on-site septic systems to abate pollution of surface water, ground water, and Lake Superior.

The District is governed by a volunteer five-member Board, and operates using third party contractors for operations, legal and accounting services.
